After further testing, it seems that I did not tested it properly in the first place, because it works as it should with planes outside my AoR.
However, testing with coordinated planes already inside my AoR and it is not filtering between the PEL and the XFL, like the example below:
Assuming the PEL is in fact FL340, it should only show flight at FL340. But because the plane is already inside my AoR I don't know if I can trust this PEL.
