That does seem to be the case. Stands with CALLSIGN lines shouldn't be completely blocked for those aircraft (not "never assigned", just rather unlikely to be assigned) but the lines are not ignored as they should be according to the manual. I'll mark this down and make the plugin code and manual text match one way or another.
